Understanding The Cccr
With the passing of CCCR, Consumer Chemicals and Containers Regulation Act in 2001, the Canadian government has made an exemplary move to regulate and ensure safety norms for the hazardous products being sold to retail customers and consumers. This regulation aims to cover all the products which were hitherto not covered under any other legislation of the Canadian Government. So, if the product does not legally classify as a drug, explosive, nuclear material, pest control product, tobacco product or medical device, it will fall under the purview of CCCR. The aim makes it mandatory that all necessary information pertaining to the usage and handling of such products must be displayed clearly on the product labels, and companies producing such products should maintain complete record of these products. The stipulation of CCCR The Act makes it mandatory that those who manufacture the chemical maintain and keep the record of all the properties along with the information regarding the test procedures carried out to determine them. They should also categorize the substance according to the hazard categories mentioned in the Act and information on its storage. The storage information should mention the type of container being used and its specifications such as torque required to open them and the material of the container. As per the act, the manufacturer should display complete information regarding the substance on the label of the product along with its manufacturing date and place. The Act has guidelines regarding the display of information, the size and font being used. Under this Act, the manufacturer or importer is under the obligation to produce all these information and documentation for inspection, within 15 days of receiving a request from competent authorities. The hazard categories as defined by this act are toxic, corrosive, flammable and adhesive properties. The containers are also categorized on the basis of the pressure maintained inside them. The purpose of this Act is to maintain complete transparency when it comes to the documentation and handling of hazardous substances. Furthermore, it aims at standardizing their classification so that costs of tests, etc. could be minimized.
